Cuyahoga County Council gets Juneteenth holiday proposal - cleveland.com

CLEVELAND, Ohio — Cuyahoga County Executive Armond Budish on Tuesday asked Cuyahoga County Council to make Juneteenth an additional paid holiday for eligible county workers.

If approved by council, Juneteenth, or June 19 — the day that celebrates the emancipation of those who had been enslaved in the United States — would be the twelfth paid holiday for county employees whose holidays are not negotiated in contracts.

Currently, workers receive paid time off for the 10 federally-observed holidays - New Year’s Day, Martin Luther King Jr. Day, Washington’s Birthday/President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving and Christmas – plus the day after Thanksgiving.

The Budish administration did not return a call from cleveland.com and The Plain Dealer about how much the new holiday would cost county taxpayers.

If Juneteenth is approved as a day off, county workers would find themselves among the 12% of U.S. workers eligible for paid holidays who get 12 or more such holidays per year, according to 2018 data from the U.S. Bureau of Labor Statistics, which appears to be the latest data available.

The average number of holidays for U.S. employees who get paid holidays is eight, which is also the average for workers in the Midwest, according to the data.

For workers in public institutions with 500-plus employees, such as Cuyahoga County government, the average number of holidays per year is 10, the data show.

Universities and colleges had the highest average of paid holidays for employees in any sector studied by the bureau, at 12 per year, according to the data.

The city of Cleveland gives its worker 11 paid holidays per year, the city website states.
